A Transitional Charter Project to Rescue the Syrian State, Restore Sovereignty, and Establish a Participatory Civil System
A call to the conscience of every free Syrian citizen, and every person bearing national responsibility in this pivotal moment
At a critical national juncture, Syrians stand at the edge of the naked truth: the state no longer exists in its sovereign sense, the authority no longer represents the will of the people, and institutions no longer preserve what remains of the national covenant
What is happening in Syria today is not merely a crisis of failed governance, but a complete exposure of the illusion of the state, and a collective inability to produce a national project that protects the human being and safeguards the land and dignity
The homeland is burning, chaos is expanding, foreign occupations are multiplying, and the absent authority attempts to conceal its failure with force, excluding every voice calling for partnership. In this scene, political disagreements are no longer mere opinions, but have become fuel for an internal war that threatens everyone’s fate
From here, and from the position of national duty, this document is launched as a call to the conscience of the Syrian people—of all their groups, components, elites, and communities—to rally around a genuine rescue plan that reestablishes the state on the foundations of sovereignty, justice, and participation, before total collapse devours us
This is not a political initiative, nor a negotiation document, but a final national cry… Either we save Syria together, or we become witnesses to its end in the name of stability or empowerment
Common National Principles
We uphold the unity of Syria—land and people—and reject any project aiming to divide it or impose a de facto reality by force or guardianship
Unconditional Arab or international support that is offered in respect of the Syrians’ will and the independence of their decision-making, and that serves the interests of the people rather than reinforcing a specific authority or foreign agenda, is welcome support
We believe in comprehensive national partnership among all components of Syrian society, in all its spectrums and diversity, including the Kurdish component, as it is an inseparable part of the Syrian national fabric
We reject the politicization of religion, sect, or ethnicity, and call for a representative civil state based on the principles of equality, justice, and the rule of law, that protects the rights of all without discrimination
We affirm that Syrian blood is sacred to Syrians, and that internal fighting is a crime against the homeland that cannot be justified by any political, regional, or sectarian dispute
We consider that seeking support from foreign powers by any Syrian party, or aligning with external projects that undermine the unity and sovereignty of the country, is a disgraceful act, both nationally and morally unacceptable, and no less dangerous than direct aggression
Immediate Causes of the Crisis
What Syria is experiencing today constitutes a comprehensive national catastrophe, threatening what remains of the state’s foundations, forewarning the collapse of the social fabric, and the loss of hope for a sovereign and peaceful solution
The absence of an inclusive national path, and the current transitional leadership’s lack of tools for participatory political response, have led to the accumulation of collapse indicators, turning the crisis from one of governance into a crisis of existence. Among the most prominent features of this deterioration are
The disintegration of public institutions and their inability to maintain security or provide services in vast areas, amidst escalating sectarian and regional conflicts
The absence of comprehensive representative legitimacy, and the failure of the current system to launch a genuine political process or establish a new social contract that meets the aspirations of Syrians
The imposition of a transitional constitutional document without any national consensus, and in isolation from public consultations or popular participation, where this document granted the head of authority absolute powers encompassing all three branches of government, without any clear mechanisms for separation of powers or for holding the executive accountable.
This led to the entrenchment of autocratic rule and the undermining of the principle of the rule of law, contributing to the erosion of this document’s legitimacy and the public’s trust in it
The adoption of security-based approaches instead of participatory ones, and the promotion of a discourse that excludes partners rather than integrating them into an inclusive national project
The growing influence of armed factions with ideological or transnational affiliations, which weakens national sovereignty and undermines state authority
The overreach of regional and international powers into national decision-making, in the absence of a clear sovereign vision or the ability to maintain strategic balance
The widening trust gap between the people and the authorities, resulting from repeated failures to achieve the minimum levels of justice, security, and dignity—warning of an imminent popular explosion
The obstruction of transitional justice and accountability for violations, despite its fundamental importance to any inclusive national path. The current authority has repeatedly ignored calls to establish a transparent system of transitional justice that delivers fairness to victims and paves the way for a just reconciliation, leading to the reinforcement of a culture of impunity, deepening societal division, and eroding trust in any reform initiative not based on fairness and accountability
In light of this reality, the Salvation Roadmap is presented as an urgent national necessity—not as an alternative authority, but as an entry point for establishing a participatory rescue project that restores hope and prevents total collapse
Phase One: National Mobilization and Formation of an Emergency Interim Leadership (Within Two Weeks)
The National Salvation Roadmap begins with the establishment of a broad political–representative base and a legitimate national moral authority, through the declaration of an open national alliance that includes civil, political, syndical, and social forces and figures who have signed this document, who believe in its principles, and who are publicly committed to working to rescue the Syrian state from collapse and restore its sovereign and representative path
This alliance, with its popular base and national representational legitimacy, constitutes the transitional national political reference and the legal foundation for the upcoming foundational stages, which include
Formation of the National Preparatory Committee
A temporary national preparatory committee emerges from the national alliance, composed of nationally agreed-upon figures and representing the leadership nucleus of the transitional path. It is tasked with the following
Political and organizational consultations with all national forces to expand the representational base and ensure political and societal inclusivity
Diplomatic engagement with international and regional stakeholders supporting the political process, foremost among them the United Nations, the League of Arab States, and the Organization of Islamic Cooperation, to ensure accompaniment and support for the implementation of the roadmap, based on Resolution 2254 and the Geneva declarations
Technical and political preparation to convene a founding national conference within no more than 15 days, through systematic communication with national forces and actors, according to precise representational criteria that ensure transparency and exclude parties involved in serious violations
Launching a temporary leadership partnership framework (a form of participatory transitional governance) between the existing transitional government and representatives of the national alliance, in order to avoid any governmental vacuum, ensure administrative stability, and create the necessary political environment for peaceful transition
Considering participation in this partnership framework as a political and moral test of the existing authority’s commitment to the national interest, and as a prelude to a legitimate and peaceful transition toward a fully empowered governing authority
In the event that the de facto authority refuses to engage in the national salvation path, this shall practically mean its adherence to unilateral and non-participatory rule, thereby absolving the rest of the national forces from any political obligations toward it. It shall thus bear full political, moral, and historical responsibility. Accordingly, the national alliance forces shall exercise their sovereign right to represent the will of the Syrian people and call on the international community and UN bodies for effective intervention and to hold obstructing parties accountable, in accordance with Resolution 2254
Call for a Founding National Conference
An invitation shall be issued, in the name of the National Preparatory Committee and with direct support from the national alliance, to convene a comprehensive founding national conference within two weeks, with the participation of revolutionary and opposition forces, civil society, professional syndicates, religious institutions, and local actors from various regions, under official UN and Arab sponsorship.
Outcomes and Immediate Tasks of the National Conference
Issuing a direct mandate to form a fully empowered transitional governing authority in accordance with Resolution 2254
Affirming the annulment of the effects of the constitutional document unilaterally adopted by the existing authority, as it represents a deviation from national and international legitimacy and a confiscation of the people’s will
Establishing a transitional national military council responsible for managing the security landscape and organizing armed forces on national and professional foundations
Establishing an independent transitional judicial council to ensure the application of justice and the rule of law and to lay the groundwork for a fair and transparent accountability process
Drafting a temporary transitional constitutional document to regulate the functions and powers of transitional institutions and define mechanisms for their oversight
This document shall include fundamental, non-disruptable principles, most notably
Full separation of powers
Precise determination of the term of the transitional authority
Guaranteeing judicial independence, freedom of expression, and fundamental rights
Establishing civil–popular oversight mechanisms over state institutions
Prohibiting the creation of parallel security or military arms outside the framework of the state
Forming temporary local transitional committees under local judicial supervision to assist in local governance and ensure fair local representation
Launching the foundational path toward building a representative civil system based on national sovereignty, legal legitimacy, and equal citizenship
Phase Two – Restoring Sovereignty and Rebuilding National Institutions (Within 3 Months)
Addressing the status of armed formations with ideological orientations or transnational allegiances through sovereign–legal decisions issued by the transitional authority, in coordination with the military council, according to a clear timetable and legal and societal oversight mechanisms that ensure respect for rights and the enforcement of state authority
Restructuring the national armed forces in a manner that enhances their professionalism and independence from factional or regional influence, and includes
Summoning all officers, non-commissioned officers, and conscripts who defected from the former regime to rejoin their military service posts
Discharging individuals involved in serious violations or in breach of national military law
Integrating qualified individuals into the new national army through national rehabilitation and professional training programs, under the direct supervision of the military council and the transitional judiciary
Subjecting the military institution to a civil–sovereign authority and ensuring balanced national representation within it
Integrating the “Syrian Democratic Forces” (SDF) into the structure of the national military institution, as a Syrian force that participated in the fight against terrorism, through
Clear legal understandings that respect Syrian sovereignty and the unity of its land and people
A gradual integration program subject to professional standards, implemented under the supervision of the national authority and in coordination with the military council and local community leadership
Establishing a supreme transitional judicial authority, independent from any political or military power, tasked with
Ruling on major national cases and holding accountable the perpetrators of serious crimes and violations against Syrians
Ensuring judicial independence and restoring its role as a guarantor of justice and the rule of law
Launching a comprehensive and institutionalized transitional justice process through the formation of the “National Committee for Transitional Justice and Reconciliation,” in cooperation with local, Arab, and international legal experts, and mandating it to
Document crimes and violations in all areas and by all parties
Develop a legal mechanism for accountability, reparations, and national healing
Present a comprehensive vision for fair justice that opens the door to reconciliation without impunity
Initiating procedures to recover state institutions from any form of guardianship or foreign occupation, with this process to be carried out
According to a sovereign, gradual timetable supervised by the national authority and guaranteed by Arab and international guarantors
Through the handover of border crossings and sovereign facilities from foreign forces to the elected national authority
Phase Three – Consolidating the New National Covenant and Re-establishing the State (Within 6 to 12 Months)
After regaining the minimum level of sovereign and institutional stability, the phase of political reestablishment of the state begins through a comprehensive national foundational process, as follows
Launching a comprehensive constituent process to draft a new constitution for Syria, to be prepared through
Forming an elected constituent committee, or one emerging from a subsequent national conference, tasked with drafting the constitution in consultation with all national components
Ensuring the representation of all segments of Syrian society within the committee, including women, minorities, unions, conflict victims, and local councils
Ensuring the representation of local communities and civil and syndical bodies in the mechanisms of oversight and governance during the transitional phase, through the establishment of local oversight councils whose reports are submitted to the transitional governing authority
Adopting the principles of a civil state, the rule of law, power rotation, separation of powers, and guarantees of political and human rights
Organizing general, free, and fair elections, supervised by the national authority and monitored regionally and internationally, including
Parliamentary elections to choose a transitional legislative council responsible for oversight and legislation
Presidential elections to choose the Head of State under a new constitution that clearly defines presidential powers and ensures the prevention of executive overreach
Reestablishing state institutions based on citizenship, competence, and independence, including
Restructuring the public administration to ensure transparency and equal opportunity
Separating sovereign and service institutions from any sectarian, partisan, or regional allegiance
Launching a national program for public sector reform and anti-corruption, under judicial and societal supervision
Adopting a comprehensive national charter that forms the moral and political reference for the new republic and affirms
The unity of Syria—land and people—respect for national diversity, and the freedom and dignity of citizens
The rejection of exclusion and discrimination, and the commitment to justice, accountability, and balanced participation in governance
Launching a national economic recovery plan targeting post-war rehabilitation, including
Restructuring the national economy on fair productive foundations
Supporting small and medium-sized enterprises and securing employment opportunities for youth
Attracting national, expatriate, and international investments within a safe and stable legal environment
Ending Institutional Duplication and Unifying the State’s Administrative Structure
The roadmap affirms the necessity of ending the state of institutional duplication in Idlib Governorate and integrating the existing institutions there into the general national structure under the supervision of the transitional authority, in a way that ensures the unity and sovereignty of the state. This includes
Restructuring local institutions in Idlib to be placed under the authority of the new transitional leadership
Ending all forms of illegitimate institutional independence and unifying administrative and judicial references
Employing existing personnel within the framework of a unified state path, without exclusion, and in a manner that ensures efficiency and fairness
Affirming that any structure outside this framework is deemed lacking in national and constitutional legitimacy
Guarantees and Implementation Mechanisms
To ensure the implementation of the roadmap in all its phases, and to prevent its circumvention or obstruction, the following system of national, regional, and international guarantees shall be adopted
First: National Guarantees
Formation of a sovereign transitional national authority including representatives from national forces, local councils, and community bodies, tasked with overseeing the implementation of the roadmap’s provisions, and granted temporary constitutional oversight powers
Establishment of an independent popular oversight council with the authority to hold the transitional government and the executive authority constitutionally accountable, operating with full transparency in coordination with civil organizations and elected councils
Approval of a mechanism for regular, public review of each phase of the roadmap, including the publication of interim reports to ensure that the Syrian people are informed of all developments in the transition process
Second: Regional and International Guarantees
Joint sponsorship by the League of Arab States, the Organization of Islamic Cooperation, and the United Nations, to ensure the implementation of the initiative and the achievement of peaceful transition, and to support the political and constitutional process without interfering in national decision-making
Requiring all foreign powers present on Syrian territory (Israel, Iran, Russia, Turkey, the United States) to comply with the United Nations Charter and to begin an organized withdrawal from the areas they control, with these areas to be gradually handed over to the legitimate elected national authority
Organizing a temporary and institutional cooperation framework between the National Transitional Authority and UN bodies and guarantor states, focused on supporting administrative and economic stability during the transitional phase, within boundaries that preserve national sovereignty, with a strict commitment to ending all foreign military presence on Syrian territory before the conclusion of the transitional phase and handing over all bases and facilities to the elected national government
Third: Human Rights and Humanitarian Guarantees
Establishing a national transitional justice authority to oversee the file of accountability and violations, ensure victims’ rights, and build a reconciliation process based on fairness and the principle of no impunity
Ensuring the provision of basic services to citizens during the transitional phase, through activating the work of the small-scale interim government in cooperation with local councils and humanitarian organizations
Forming an emergency national economic committee to oversee the provision of urgent needs (food, medicine, energy), ensure the continuity of vital facilities, and prevent economic collapse
The Inclusive Popular Charter
This roadmap shall be presented for open and transparent adoption by elected local councils, community and civil bodies, and independent national actors across all Syrian provinces, as
A transitional sovereign document representing the will of the Syrian people to save their state from collapse
And a unifying political–moral reference that transcends divisions and safeguards dignity, rights, and sovereignty
The popular adoption of this document forms a fundamental step toward transforming it into a national covenant that lays the foundation for the new phase, based on the legitimacy of the people—not on the imposition of force, weapons, or guardianship

Our homeland is being drained from the inside and the outside, and our destiny is being shaped far from our will, while the warnings of war, collapse, and fragmentation escalate
Silence is no longer an option, and waiting is no longer a stance
Adopting this roadmap does not mean siding with one group against another; it means siding with Syria—with the state, with the people, with justice, with sovereignty, and with dignity
We call on all national forces, public figures, local councils, civil bodies, and Syrian families—inside the country and in the diaspora—to assume their responsibility in shaping the future
